What does this MR do and why?

Background

For JH edition, we serve only Mainland China, HongKong SAR China, Macau SAR China, so that the country list selector is not the right one that we need, we need to be able to select provinces instead of countries or regions.

This MR is meant to extract the common code that can be utilized by both EE and JH, and import different .vue file based on the current running GitLab instance.
