What does this MR do and why?

Now that gitlab-org/security-products/analyzers/kics!15 (merged) has been merged, we're on v1.0.0 of the kics analyzer. This MR lets us leverage the v1.x series.

NOTE: This is a Stretch, so it's completely understandable if it doesn't make it in to the %14.5 release.
