What does this MR do and why?

In response to the #337584 (closed) issue, this MR adjusts the Running GitLab Pages on a separate server section of the GitLab Pages administration documentation to add a note about mTLS not being supported and to link to the existing feature proposal (gitlab-pages#548 (closed)). This resulted from a customer's observation that the lack of support for mTLS was not captured well in the documentation and resolves that.
