Removes `record!` experiment method
What does this MR do and why?
Removes the record!
method as part of the process of removing the concept of publishing experiment data to the experiments table.
Generally this is no longer particularly useful, but since several of the experiments still utilize this approach we're not going to fully remove it just yet, but it should no longer be used on new experiments so we've deprecated it to help educate in the cases when it may be requested. There's more discussion around this effort in #345932 (closed).
