What does this MR do and why?

As part of reviewing all UI strings that mention merge requests, I discovered this message needed some polish.

  • OLD: You can merge after removing denied licenses
  • NEW: Merge blocked: denied licenses must be removed.

Related to #346053 (closed) where we're tracking the UI messages added in %14.6. This one juuuuust missed the cutoff for 14.5.
