Change "Detected" to "Needs triage" on vulnerability report and details

What does this MR do and why?

This MR changes the text Detected to Needs triage wherever it's shown on the vulnerability report and details pages:

Note that as requested in the issue, the pipeline security details modal popup keeps the term "Detected":

Also, on the vulnerability details page the term "detected" is still shown in the history messages at the bottom of the page. This is because we're simply showing the raw message that the backend is giving to the frontend, and are unable to easily change it:
