Add SSOT documentation section for delayed project deletion

What does this MR do and why?

Previously the "delayed project deletion" feature did not have a single section in the documentation that explained the feature and its various settings. This adds a section to do that, in the project settings page. In the future we will link to this section from elsewhere in the documentation.
