Revert "Merge branch 'fix-flaky-tests-report' into 'master'"

What does this MR do and why?

This reverts !74682 (merged) which we merged to get the flaky tests report back to a good state.

By removing the hardcoded pipeline ID, we allow the report to be updated again with new data.

Related to #345911 (closed).
