What does this MR do and why?

Cleanup of background migration of requirements to work items.

All jobs did run successfully in production. We are ready to reschedule any failed ones for self-managed and delete tracking records following https://docs.gitlab.com/ee/development/background_migrations.html#cleaning-up.
