Move ~/issue_show into ~/issues

What does this MR do and why?

This MR moves ~/issue_show to ~/issues/show as part of organising modules into top-level ~/issuable and ~/issues directories to reduce the number of ~/issuable_* and ~/issue* modules and to co-locate code more effectively.

A follow-up MR will move ~/issues_list to ~/issues/list.
