Fixing future tense issues

What does this MR do?

This MR addresses the changes requested by Vale to convert the documentation of the (./doc/administration/troubleshooting/navigating_gitlab_via_rails_console.md ) file, from future tense to present tense.
So all the future tense words and phrases have been replaced with equivalent present tense phrases so that Vale gives no errors during checking.

Author's checklist

If you are only adding documentation, do not add any of the following labels:

  • ~"frontend"
  • ~"backend"
  • ~"type::bug"
  • ~"database"

These labels cause the MR to be added to code verification QA issues.

Review checklist

  • Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  • Ensure a release milestone is set.
