Bumping GITALY_SERVER_VERSION

1a173fd8eefcea695c30d8faa2b2948e868a8e2c is the commit in Gitaly where the gRPC version is bumped. In order to achieve a smooth deployment, this change bumps the Gitaly version manually so that we can synchronize that the Gitaly server version is bumped around the same time that !74987 (merged) gets merged.
