Move ~/issuable_show to ~/vue_shared

What does this MR do and why?

This MR moves the reusable ~/issuable_show code into ~/vue_shared as that is where shared code should live. It also reduces the amount of issuable_* directories cluttering up the ~/ root directory. Follow up from !75759 (merged)
