Update iteration spec to test for a before_destroy hook

What does this MR do and why?

A current or upcoming iteration can only be deleted if the iteration is the last iteration in its cadence.

This behavior had a spec coverage at the service class level. We are updating the model spec for an additional coverage in this MR (context: !74352 (comment 749131987)).
