Incorporate GroupPolicy into updated namespace policy structure

What does this MR do and why?

Subclasses GroupPolicy from NamespacePolicy. Also introduces a shared parent policy for ProjectNamespace/Group per (&6689 (comment 715514674))

The resulting structure is:
