Move ~/issues_list to ~/issues/list

What does this MR do and why?

MRs have been merged recently to move issues code into ~/issues to declutter ~/ from multiple ~/issue* directories. It also co-locates similar code for better organisation and discovery.

This MR continues with this organising by moving ~/issues_list to ~/issues/list.
