What does this MR do and why?

Fixes sidebar keyboard shortcuts for assignees and milestones and add tests for them and labels.

To test, on issue or MR page:

  • Type a to open assignee dropdown in sidebar
  • Type m to open milestone dropdown in sidebar
  • Type l to open label dropdown in sidebar
