Clarify how Audit Events are logged

What does this MR do and why?

This improves clarity on which Audit Events are captured in the log file (all of them), and exactly which log file is used.

This was motivated by a question in Slack#g_manage_optimize. This same topic is mentioned in related documentation: “In addition to recording to the database, we also write these events to a log file.”
