Skip Dependency Proxy Group SSO spec on live envs

What does this MR do and why?

Spec should be skipped on live environments as it uses docker container to set up SAML IDP and live environments won't be able to connect to it. (Follow up on !74674 (merged))

Closes #348186 (closed) - this spec fails on Staging Ref.
