Add TTL policies to docs for dep proxy

Related to #340777 (closed)

This MR updates the GitLab documentation to note that you can enable TTL policies from within the GitLab application and removes a note that says it will be supported.

I also updated the header to focus on reducing storage usage to make the call to action more clear.
