Update documentation about CS_DISABLE_DEPENDENCY_SCAN variable

What does this MR do and why?

We have disabled initially generating dependency-scanning report by default to properly test it and prepare frontend changes for it. As it was tested and we already have frontend changes we can enable it by default.
