Remove docs for pages redirects feature flag

What does this MR do and why?

We removed the feature flag in gitlab-pages!582 (merged).

This MR cleans up docs.

I don't think that we need to keep it in docs for historical reasons, so I just mention that it's generally available from %14.6. Even though it's actually available on earlier versions, but behind the feature flag.
