[Feature Flag] Remove abort_deleted_project_pipelines

What does this MR do and why?

This MR removes the abort_deleted_project_pipelines feature flag. It was ready to be removed four months ago, enabled by default for dot-com and self hosted customers since 13.9, the flag no longer exists on gitlab.com.
