What does this MR do and why?
The MR adds a tooltip to the Agent activity empty state explaining the question mark icon with the docs link.
The MR also changes <strong> element to <span class="gl-font-weight-bold"> in the cases when strong is a style choice rather than semantic emphasis.

How to set up and validate locally
- Go to Infrastructure -> Kubernetes clusters.
- Create an agent from the Actions button.
- Click on the agent name to get to the agent's details page.
