Remove check for production environment to encrypt grpc channel

What does this MR do and why?

Follow up to !75677 (merged)

This removes the check if we're running on production to determine if we should encrypt the grpc channel to the Spamcheck service.

We now rely solely on the scheme of the Spamcheck URL set in the admin panel. A tls scheme will encrypt the channel regardless of the environment.

The purpose behind the change is to make encryption explicit.
