What does this MR do and why?
This MR changes badges in the user creation view to use the Pajamas-compliant component.

How to set up and validate locally
- Go to Admin area -> General -> Account and limit
- Set up New users set to external option
- Go to Admin area -> Overview -> Users and create a user with the email corresponding to the regex from the previous step
- Verify the badge appearing in the External users section
