Clarify deprecation DRI is EM or PM

What does this MR do and why?

While working on a deprecation announcement I noticed the MR template says the PM is the DRI. However, both the documentation and my personal experience is that the DRI can be "Product Managers or Engineering Managers". This modifies the MR template for deprecations to do 3 things:

  1. Clarify that an EM can be the DRI (not just a PM).
  2. Bonus: Clarify that backticks need to be removed for @-mentions to work.
  3. Bonus: Clarify that "group manager" refers to Product, not Engineering.
