Deprecate Gitlab Shell's self_signed_cert setting

What does this MR do and why?

The self_signed_cert option is redundant: gitlab-shell#120 (comment 805629690). Self-signed certificates are accepted even if this option is false. Setting it to true is insecure though, so let's deprecate this option and specify it in the docs.
