Set low Apdex SLO for slow API v3 endpoints

What does this MR do and why?

This MR sets the Apdex SLO for two API endpoints to urgency: :low. This is intended to be a temporary measure while ~"group::integrations" can schedule optimising the endpoints #349847 (comment 808816711).
