What does this MR do and why?

Removes swimlanes_buffered_rendering feature flag. This feature flag has been turned on gitlab.com for a long time without any complains. This provides some performance improvements when loading Swimlanes containing a lot of epics.

To test, go to any issue board and select Group by -> Epic in the top right corner.
