Reschedule migration for self-managed

What does this MR do and why?

In a previous background migration we neglected to mark the background jobs as successful upon completion.

Since we can't be sure they ran successfully, we need to reschedule the migration to run on self-managed. (We handled this for GitLab.com separately.)
