What does this MR do and why?

In this MR, we are removing the feature flag ci_namespace_project_mirrors.

Also, we are rescheduling the backfill because we did the backfill (!76327 (merged)) in 14.7 and this removal will be in 14.8. I don't expect that rescheduling of the backfill affect GitLab.com because we do ON CONFLICT ... DO NOTHING. Right?
