Add missing link to GraphQL resources

What does this MR do and why?

This adds a link to the GraphQL API resources page, which was previously missing from the API index page. The language added here replicates the language used for the REST API in a paragraph above.

This also removes the link to the GraphQL standards because it is not clearly labeled (many users would expect it to be GitLab's reference), and we don't do that for the REST standards.
