E2E: Retry on test failure due to delay in user removal to come into effect

What does this MR do and why?

Describe in detail what your merge request does and why.

There is a delay between when a user is removed from a group and when the removal comes into effect on other parts of GitLab code. With this MR, we retry the test a few times to wait for the removal to come into effect.

I tried to use a dynamic sleep interval based on user's group membership fetched via the API but the user is removed right away from the group and the API did not return the user.
