Undo filter milestones by state

What does this MR do and why?

After we turned on :issue_boards_filtered_search on .com, users were saying that we are showing opened and closed milestones so I made the change to filter only by opened milestones in this MR.

However, I consulted with product and they let me know we need to keep closed milestones open in boards.

This MR reverts the fix linked above.

  2. Filter by milestones
  3. Notice the values in the dropdown.
