What does this MR do and why?

This MR switches the tabs on the markdown header component to use GlTabs/GlTab. I provided only one screenshot because the before/after look exactly the same.

How to set up and validate locally

  1. Create a MR or view an existing one. Click on the Changes tab to view the diff.

  2. Click on any line number to bring up the comment editor. Verify that the tabs are using GlTabs/GlTab.
