Remove group_full_path param when ordering issues

This param is no longer needed after !79309 (merged)
How to set up and validate locally
- Set sort order to Manual in project / group issues list
- Reorder issues
- Refresh to check if order persisted
(Test with vue_issues_list enabled / disabled)
