What does this MR do and why?

Bumps the cluster management project template to include the changes in gitlab-org/project-templates/cluster-management!23 (merged).

Also includes some fixes to the docs that were raised in #340279 (closed)

  1. Created a project based on the changes in this branch with an agent and minimal Auto DevOps to deploy an app, see https://gitlab.com/hfyngvason/minimal-cluster-project
  2. Validated that the app had a valid Let's Encrypt cert at https://hfyngvason-minimal-cluster-project.35.238.254.208.sslip.io/
    • NOTE: The cluster has now been deleted so the app is no longer available. But this was verified.
