What does this MR do and why?

Due to Apollo 3 migration, DesignCollection was cached incorrectly: it has no ID and requires a merge function to be handled correctly. Due to this, adding a comment to the design threw an error. This MR attempts to fix this

How to set up and validate locally

  1. Open an issue and upload an image to issue designs.
  2. Add a comment to the design.
  3. Resolve the comment

There should be no errors or warnings in the console.
