What does this MR do and why?

Implements #352066 (closed) experiment cleanup.

Promote the candidate code to main with exception of the URL for pipeline since data has shown it was less beneficial in the candidate vs. the control.

  2. Create a new group & project
  3. Go to the Learn GitLab item in the sidebar
    1. You should see 3 sections with a range of links
