Support tabbing and focus states for the new project from template form

What does this MR do and why?

New project > Create from template > Use template button is not easily accessible via keyboard. I changed a little bit. Now you can access it with keyboard. Select the button with tab and press enter!

How to set up and validate locally

  1. Navigate to /projects/new#create_from_template
  2. Use the keyboard to tab through the page
  3. Interact with the Use template button
