What does this MR do and why?

This MR addresses #353149 (closed) by offering small improvements to the instructions on enabling Sentry.

In this MR, I'm seeking to specifically address the following items:

  • Pointing to https://docs.sentry.ip/api/auth to find or generate a Sentry token is misleading.
  • The order in which the scopes are presented could be improved.

Why

These improvements will help deflect future tickets around enabling Sentry. This was motivated by a ticket that is available to GitLab team members with access to Zendesk.
