Reverting deprecation MR for Self-Monitoring

What does this MR do and why?

We’ve decided self-monitoring will be removed in 15.0, as such we will be rolling back Deprecation MR for Monitor:Self Monitoring (!80535 - merged)

We will be announcing in 14.9 that we are deprecating self-monitoring and removing in 15.0.
