Swap primary for secondary buttons in Security Configure page
What does this MR do and why?
Updated variant category to secondary on Security > Configure page because there were too many primary CTAs which was confusing in terms of where to begin.

How to set up and validate locally
- Open any project
- Navigate to Security & Compliance > Configuration
- All of the buttons (aside from any buttons within banners) should be secondary or lower
