Fix broadcast message on subscriptions page

Summary

In the purchase flow, banner broadcast messages are not in the right position and they are much larger than they should be.

How to set up and validate locally

  1. Create a banner broadcast message (you will need to be an admin to do so).
  2. Navigate to a group > Billing > Upgrade. (/-/subscriptions/new)
  3. Observe the banner being displayed incorrectly on the checkout page.
