Feature flag defaulting diversion

Note from @donaldcook: We typically turn on the feature flag for all of gitlab.com before we default a feature flag to on. We're waiting on a license check MR to make it to production before we turn it on for all of .com. In the mean time, we have turned it on for large usage groups and are comfortable that there is limited risk in defaulting the feature flag to on. If there are any issues when this does make it to production, please reach out to me.
