Update confiner v0.2.3

What does this MR do and why?

Updates the version of Confiner which contains the fix for an issue that was counting MR failures.

After this is merged, I will modify the schedule to change QA_TRIGGER_AUTO_QUARANTINE to yes to re-enable automatic quarantining on a nightly basis.
