What does this MR do and why?

Enable show_report_validation_warnings globally so our customers know that their security scanners are not confirming with out security reports schema.

How to set up and validate locally

  1. git switch 353125-enable-show_report_validation_warnings-by-default
  2. Create a mirror of https://gitlab.com/Quintasan/surface-validation-errors-as-warnings in your GDK
  3. Make sure to upload both master and invalid-cluster-image-scanning
  4. Make sure the pipelines finish running
  5. Security::Scan.last.warnings should not be empty
