Displays mutation errors when creating or updating an iteration cadence

How to set up and validate locally

Not easy to make the mutation fail as there are many frontend validations in place. But after !82352 (merged) is merged (or using that commit), you can see the error message if you try to create a manual iteration cadence or convert an existing one into manual.

iteration_cadences FF needs to be enabled.
