Add prepend mod to Finding and CsvService

What does this MR do and why?

JH needs to override the logic in ee/app/models/vulnerabilities/finding.rb and ee/app/services/vulnerability_exports/exporters/csv_service.rb, so we adds the prepend_mod_with method.
